In 2004, Mark Doucette of WaterMark was engaged as a Project Advisor to support the on-going “systems” efforts within the Mines Branch of the Department of Natural Resources. WaterMark is working with Information Services and Mines Branch Management to develop an understanding of the impacts to Mines Branch of moving away from their current mineral rights management system, to document these impacts and to develop a strategy for Mines Branch to proceed with acquiring a replacement system.

In 2004, Mark Doucette of WaterMark was engaged as a Project Manager to manage the process of defining system requirements and acquiring a system via a competitive bid process. The system is designed to assist the Crown Lands Branch to manage tenure on Crown Lands within the Province of New Brunswick .

In 2003 - 2004, WaterMark was engaged to develop a document / tool that relates the NB / SNB evolution from the perspective of marketing the surveying, mapping and GIS services available from the geomatics community in New Brunswick .

In 2003, WaterMark was engaged by Service New Brunswick (SNB) to review the current business processes, to interview team members, and to assist in the process of introducing a change management model into the International Registration Plan Section.

In 2002, Mark Doucette was engaged to complete a review to identify roles & responsibilities of key personnel involved in project delivery and to identify a transition plan for moving mature functionality from the Project Delivery section within Service New Brunswick (SNB) to the Electronic Service Delivery Unit (Electronic Services) section of SNB.

In 2001 – 2002, WaterMark was retained as the Project Manager for a user needs study and system design for a Geographic Information Management System to be acquired by the Maine Atlantic Salmon Commission. The purpose of the study was to determine and document the capabilities, resources, goals and objectives and mandates existing within Maine Government Departments and Agencies, to address the issues relating to the implementation of the Atlantic Salmon Commission Plan. The focus of the initiative was to define the GIS, database and digital mapping requirements of the Commission and to assist them in acquiring a system that would address their needs. Project deliverables included a user needs analysis, system design, maintenance strategy, pilot project demo and training.

In 2001, WaterMark was retained as the Project Auditor for Web based Motor Vehicle (MVR) registration application allowing auto dealers to access government license registration systems on-line. Project involved determining if processes designed to provide registration worked efficiently and effectively and to advise on ways to improve and streamline the system. Project deliverables included a report complete with recommendations.

In 2001, WaterMark provided support services to the University of New Brunswick and participated on the project team to review the operations of the technical survey section of Service New Brunswick. The work involved reviewing the personnel, priorities, mandate and budget of the group and to recommend changes as appropriate. Deliverables from the project included a report complete with appropriate recommendations.

In 1995 – 1996, WaterMark was retained as a Technical Consultant to the Presidential Commission for Economic Growth and modernization of Haiti , for the establishment of a personal property registry system. The Inter-American Development Bank funded this work. The project involved working in Haiti to design and the implementation of an operating registry system. The software aspects of the project were coordinated out of Port-au-Prince and Miami . Project deliverables included all the government infrastructure required for the registry including registry software and documentation, system training and office and staff specifications.
