Needs Assessment Projects

In 2004, WaterMark was engaged as a Consultant to identify and quantify potential opportunities for cooperation between Collectivité ingénieuse de la Péninsula acadienne (CIPA) inc., Service New Brunswick (SNB) and CARIS as part of the CIPA Smart Communities Initiative.

In 2003 – 2004, WaterMark was engaged to review the GeoConnections funding requirements on behalf of the Province of New Brunswick , to determine if there are opportunities of mutual interest, and to develop proposals on behalf of the province.

In 2003 – 2004, WaterMark was engaged for expert professional services for the design of a Canadian International Development Agency (CIDA) funded project / project component, within the framework of the existing Royal Government of Cambodia Land Management and Administration Project (RGC LMAP) and complementary to foreign technical assistance already being provided. WaterMark was required in the specific areas of land titling and registration / registry operation, land surveying, and land law and regulations.

In 2003, WaterMark was retained as the Project Coordinator on a project for the Department of Service Nova Scotia and Municipal Relations (SNSMR) to determine the repercussions of the Province of Nova Scotia formally adopting the Nova Scotia Coordinate Referencing System (NSCRS). SNSMR wanted to identify the technical implications of adopting and maintaining a spatial reference standard for the NSCRS with an associated official standard map projection or combination of map projections for geospatial data produced and / or accepted by the Province.

In 2003, WaterMark was retained as the Project Manager to develop a high level plan and a user needs analysis for Canadian Forces Base Gagetown. The GIS Needs Analysis included the evaluation of Department of National Defence's (DND) present status, existing capabilities / equipment, and present and future GIS requirements as well as the provision of recommendations regarding the implementation of a GIS system program.

In 2003, WaterMark was engaged to review Service New Brunswick’s current telemarketing and over-the-counter services, and to identify possible opportunities for market growth.

In 2001 – 2002, WaterMark was retained as the Project Manager for a user needs study and system design for a Geographic Information Management System to be acquired by the Maine Atlantic Salmon Commission. The purpose of the study was to determine and document the capabilities, resources, goals and objectives and mandates existing within Maine Government Departments and Agencies, to address the issues relating to the implementation of the Atlantic Salmon Commission Plan. The focus of the initiative was to define the GIS, database and digital mapping requirements of the Commission and to assist them in acquiring a system that would address their needs. Project deliverables included a user needs analysis, system design, maintenance strategy, pilot project demo and training.

In 1996, WaterMark was retained to complete a User Needs Analysis and to develop a business case for imaging of historical land records in the US Northeast. The project involved assessing the current levels of technology employed in the registry offices and the required resource expenditures to implement modern technology. The deliverables for the project included a report with appropriate recommendations.

In 1995 – 1996, WaterMark was retained as a Technical Consultant to the Presidential Commission for Economic Growth and modernization of Haiti , for the establishment of a personal property registry system. The Inter-American Development Bank funded this work. The project involved working in Haiti to design and the implementation of an operating registry system. The software aspects of the project were coordinated out of Port-au-Prince and Miami . Project deliverables included all the government infrastructure required for the registry including registry software and documentation, system training and office and staff specifications.
