The session was designed to provide government with some insight into industry requirements for spatially referenced data over the next five (5) years. In 2004, WaterMark was involved in the planning and organizing of the Geomatics Atlantic 2004 Conference held in Fredericton , NB in June 2004. In 2004, WaterMark was involved in the planning and organizing of the New Brunswick Government Geomatics Update 2004. The purpose of the session was to provide people involved in the geomatics industry an opportunity to be updated by various Government Departments as to their geomatics plans for the next few years. In 2004, WaterMark was engaged as a Consultant to identify and quantify potential opportunities for cooperation between Collectivité ingénieuse de la Péninsula acadienne (CIPA) inc., Service New Brunswick (SNB) and CARIS as part of the CIPA Smart Communities Initiative. In 2004, WaterMark was engaged by the World Bank as an International Expert to establish the technical guidelines and appropriate methodology for the implementation of a workshop about State Policies concerning legal security of property rights in Peru . One of the outputs from the workshop was a strategy paper to identify solutions to enhance the security of property rights in Peru . In 2004, Mark Doucette of WaterMark was engaged as a Project Advisor to support the on-going “systems” efforts within the Mines Branch of the Department of Natural Resources. WaterMark is working with Information Services and Mines Branch Management to develop an understanding of the impacts to Mines Branch of moving away from their current mineral rights management system, to document these impacts and to develop a strategy for Mines Branch to proceed with acquiring a replacement system. In 2003 - 2004, WaterMark was engaged to develop a document / tool that relates the NB / SNB evolution from the perspective of marketing the surveying, mapping and GIS services available from the geomatics community in New Brunswick . In 2003 – 2004, WaterMark was engaged to investigate business issues associated with Geo-referenced Civic Address Data Base (GCADB) ownership for Department of Public Safety (DPS) / E911, for Service New Brunswick (SNB) Operations and for SNB Development. WaterMark developed a conceptual system configuration and then measured it against existing system capabilities in the various departments. In 2003 – 2004, WaterMark was engaged to review the GeoConnections funding requirements on behalf of the Province of New Brunswick , to determine if there are opportunities of mutual interest, and to develop proposals on behalf of the province. In 2001 – 2002, WaterMark was engaged as the Project Manager for Phase 2 of a multi-year georeferenced civic addressing project. The project was managed on behalf of a large software company and the project team included a number of software programmers, analysts and applications engineers. The project involved the design and implementation of a production process to combine and quality control a number of existing databases into a dataset to be used as an initial lift for a georeferenced civic address database. Once the database was created, a maintenance system was designed and implemented as part of a long-term strategy for the sustained use of the database. Project deliverables included a database, system design, maintenance strategy and a long-term strategy along with supporting documentation. In 2001, WaterMark provided support services to the University of New Brunswick and participated on the project team to review the operations of the technical survey section of Service New Brunswick. The work involved reviewing the personnel, priorities, mandate and budget of the group and to recommend changes as appropriate. Deliverables from the project included a report complete with appropriate recommendations. In 1998, WaterMark was retained as a Technical Advisor to a software company for the development of a software package for the modernization of the land records management system for the Government of New Brunswick. The job entailed leading the development of a software testing plan to ensure the delivered software met contract specifications and user requirements. Deliverables included a testing plan and the initial round of test results. In 1997, WaterMark was retained as a Technical Advisor to the Government of Peru for the project preparation phase of a land formalization project to be funded by the World Bank. The work involved providing on-the-ground advice and guidance in the preparation of World Bank required documentation for a larger project in the area of land records and registry systems. Recommendations included involved the system design and revised registration processes. In 1997, WaterMark was retained as a Technical Advisor to the World Bank for a land formalization project currently being planned for Lima , Peru . The work involved providing on-the-ground advice and guidance to the World Bank with respect to Bank plans to proceed with Project Preparation Plan for a larger project in the area of land records and registry systems. In 1996 – 1997, WaterMark was retained as the Project Manager for a 2 year three phased project conducted for Department of National Defence on Managing Uncertainty in digital geographical data. The project team included software programmers and analysts and involved developing appropriate methods of representing data quality considering the issues involved in integrating datasets from different sources. The project developed software and specifications to be used in visualizing data. In 1996, WaterMark was retained to complete a User Needs Analysis and to develop a business case for imaging of historical land records in the US Northeast. The project involved assessing the current levels of technology employed in the registry offices and the required resource expenditures to implement modern technology. The deliverables for the project included a report with appropriate recommendations. In 1995 – 1996, WaterMark was retained as a Technical Consultant to the Presidential Commission for Economic Growth and modernization of Haiti , for the establishment of a personal property registry system. The Inter-American Development Bank funded this work. The project involved working in Haiti to design and the implementation of an operating registry system. The software aspects of the project were coordinated out of Port-au-Prince and Miami . Project deliverables included all the government infrastructure required for the registry including registry software and documentation, system training and office and staff specifications. |
