Facilitating / Coaching ProjectsIn 2005, Mark Doucette of WaterMark was engaged as a facilitator for a workshop to identify operational issues and recommend solutions as they relate to the Registry System and the Community Planning Act. In 2005, Mark Doucette of WaterMark was engaged as a facilitator for a workshop designed to determine what components of Web Mapping technology would be most appropriate for the Government of New Brunswick. In 2004, Mark Doucette of WaterMark was engaged as a Project Advisor to support the on-going “systems” efforts within the Mines Branch of the Department of Natural Resources. WaterMark is working with Information Services and Mines Branch Management to develop an understanding of the impacts to Mines Branch of moving away from their current mineral rights management system, to document these impacts and to develop a strategy for Mines Branch to proceed with acquiring a replacement system. In 2004, WaterMark was engaged by Service New Brunswick (SNB) to facilitate a workshop with the objective of obtaining stakeholder input for setting strategic priorities for the Real Property Registry for the next SNB Business Plan Cycle. In 2002 - 2004, Mark Doucette was engaged as the Project Management Advisor to assist in a project that involved the migration of the GIS technology currently in use by Department of Natural Resources (DNR) (ArcInfo) to technology which will ensure continued support from vendors and improve the overall functionality of DNR’s GIS (ArcGIS). The project involved acquisition of new hardware, acquisition of new database and GIS software, updating / modifying existing GIS applications that currently run on the old architecture, development of new applications that could not be run before due to limitations in the old architecture, updating and documenting DNR data and the re-training of DNR personnel. In 2003, WaterMark was engaged as a Facilitator at discussion sessions between the Government of New Brunswick and the Association of New Brunswick Land Surveyors. WaterMark designed the sessions to scope out the requirements for the electronic submissions of plans requirements as dictated by the provincial Land Titles conversion programme. In 2002, WaterMark was retained as a Facilitator at discussions for the business planning session of a large department of the Government of New Brunswick. The sessions were designed to scope out the departments business objectives and complete an analysis of the issues. In 2001, WaterMark was engaged to facilitate a forum on Exploring the Development of Oil and Gas Technology and Innovation in Atlantic Canada. WaterMark provided rapporteurs and generated workshop minutes. In 2001, WaterMark was retained as a Facilitator at discussion sessions between the Government of New Brunswick, the New Brunswick Bar and the Association of New Brunswick Land Surveyors. The sessions were designed to determine the optimum roll out processes for the Land Titles conversion programme scheduled to occur in 2001. In 2000, WaterMark was retained as a Facilitator at discussion sessions between the Government of New Brunswick, the New Brunswick Bar, and the Association of New Brunswick Land Surveyors. The sessions were designed to review the existing implementation plan for land titles in New Brunswick and to identify potential areas of improvement. In 1999, WaterMark was retained as the Information Technology Advisor to the World Bank for a land formalization project in Peru . The work involved assessing existing information technology capabilities in country and providing on-the-ground advice and guidance for equipment requirements for a large land titling and registration project. In 1998, WaterMark was retained as a Facilitator at discussion sessions between various departments in the Government of New Brunswick to investigate issues and benefits associated with the establishment of a New Brunswick Land Gazette. The Gazette would be Internet based and would provide public notice of information and activities previously recorded in the land registry and Royal Gazette. In 1997, WaterMark was retained as a Facilitator at discussion sessions between the Government of New Brunswick and the Association of New Brunswick Land Surveyors. The sessions were designed to identify specific road blocks and propose alternate approaches to the issues in order to enable the two groups to work more closely together in a more productive manner. In 1997, WaterMark was retained as a Technical Advisor to the World Bank for a land formalization project currently being planned for Lima , Peru . The work involved providing on-the-ground advice and guidance to the World Bank with respect to Bank plans to proceed with Project Preparation Plan for a larger project in the area of land records and registry systems. In 1995 – 1996, WaterMark was retained as a Technical Consultant to the Presidential Commission for Economic Growth and modernization of Haiti , for the establishment of a personal property registry system. The Inter-American Development Bank funded this work. The project involved working in Haiti to design and the implementation of an operating registry system. The software aspects of the project were coordinated out of Port-au-Prince and Miami . Project deliverables included all the government infrastructure required for the registry including registry software and documentation, system training and office and staff specifications. |
